Lindsey Messervy, Mad*Pow Organization Designer was recently published in UX Collective and explains how in times of crises or during complex problem sets its best to "design for emergence."

"When we encounter “complex” problem spaces — such as raising a child or launching a new product in a new market — iterative design that allows for dynamic, in-the-moment learning has been shown to be the most successful method. I call this approach “designing for emergence.” It’s about releasing control over our ability to predict what will happen, and instead, supporting the opportunities that develop."
